Tuesday, June 1, 1993 PICNIC MOVES INSIDE: The campus-wide picnic to celebrate the Community Campaign, scheduled for noon today, has been moved to Federation Hall because of chilly weather. Hot dogs and cake are still a loonie, which goes to support the Campaign (currently standing at $2.3 million in gifts and pledges from faculty, staff and retirees). Music starts just before 12, and the picnic runs to 2 p.m. SOCIAL CONTRACT: The Ontario government has apparently decided that payroll-cutting should be done inside the individual universities. A proposed "framework agreement", presented yesterday afternoon at the social contract talks in Toronto, sets out rules by which management and employees at each university would find savings from the salary budget, from some combination of measures such as pay freezes and rollbacks, voluntary or compulsory time off, early retirement, closing of an institution during "non-peak" times, and reductions in benefits. The government proposal also would require each university to spend 1 per cent of its payroll budget on training; and there are principles and rules about openness, protection of "whistle-blowers", preferential hiring and other subjects. The deadline of this Friday stands, with the implication that if there isn't an agreement by then (among government, university and college management, and employee groups) the government will settle the issue by legislation. BOARD MEETS TODAY: UW's board of governors will meet at 3:30 today in Needles Hall room 3001. Among the agenda items are an update on the 1993-94 university budget, a review of the "objectives" statement for the pension fund, September 1 increases to the Federation of Students and Graduate Student Association fees, and a plan for a north campus parking lot. At the end of the meeting, the board goes into confidential session, where it is expected to hear a report from the nominating committee for vice- president (academic) and provost. If all goes well, the name of the new provost should be announced tomorrow. STAFF LEADER: Mike Rowe of graphic services is acting president of UW's staff association for the next two weeks, while Linda Norton is away on a training course.
