Daily Bulletin, Wednesday, December 21, 1994 IT'S PAYDAY for just about everybody who works at UW, and there are two more working days before the Christmas and New Year's break, and the winter solstice (the astronomical beginning of winter) comes at 9:23 this evening. But the sun is shining brightly as Roger Downer, vice-president (university relations), celebrates his birthday. Department heads and other administrators have been invited by the president and provost to a "a brief meeting, with an opportunity for questions, followed by a reception" at 3:30 this afternoon. Best bet: a few words about budget prospects for the new year, and wishes for rest and rejuvenation over the holiday.
